Rick Fowlkes

Rick Fowlkes is a professional structural engineer. He has over 38 years experience with commercial, residential, and industrial engineering designs, including projects for the electric power industry. A former vice president with two prominent engineering firms in Phoenix, Rick has owned and operated his own consulting engineering business in Mesa since 1983.

Rick will bring a wealth of practical experience to the Corporation Commission. He has helped to design electrical power plants, substations, and transmission line structures. With his experience in electric utilities, Rick will be able to offer a professional perspective on this critical part of the Commission's work.

Keith Swapp

With 26 years of experience at the Federal Bureau of Reclamation, Keith Swapp will bring real expertise on water and geotechnical issues to the Corporation Commission. Keith has worked on the Central Arizona Project and he has worked with various agencies at the county, state, and federal level on issues that relate to protecting Arizona's water supply.

Now an independent small business owner, Keith continues to volunteer for many of the same groups he has always helped, including Flights for Life as a pilot transporting blood for United Blood Services, the Civil Air Patrol as a Squadron & Group Commander, and the Maricopa County Sheriff's Department as a Qualified Armed Posse Member.

Joe Hobbs

Joe Hobbs has been active in the telecommunications industry for more than 33 years. For much of that time he has served in senior technical positions, working on the cutting edge of telecom and internet technologies.

Joe has also taught courses in telecom at both DeVry Institute and the University of Phoenix and he has a private pilot's license.

With the constant growth and improvements in telecom and Internet technologies, the Corporation Commission will be well served to have someone with Joe's tremendous experience. Instead of relying on staff and lobbyists for information, Joe will give the ACC a qualified opinion on these critical issues.
